It really doesn't get any simpler than this. Floyd Mayweather Jr needs to put his "money" where his mouth is and fight the world's pound-for-pound best fighter Manny Pacquiao; or if he chooses to retire.
Like he's recently said, then he needs to make an official announcement. But, if he chooses to fight Manny Pacquiao instead then he needs to compromise on his demands. Let's examine further.
Retirement
If Floyd Mayweather Jr retires, or as he puts it 'taking 1-2 years off', then it would be seen as one of the greatest cowardly acts in the history of boxing. He would have retired for the second time in 2 years instead of fighting Manny Pacquiao. We're talking about a boxer who's in his prime, just walking away from the sport that he claims to be the greatest ever.
Now, if he is just using this "retirement" talk as a method to obtain his demands then he's doing it at the expense of a kid with cancer. Essentially, Mayweather would have used an appearance with the Make-A-Wish Foundation for bettering his hand in the negotiations. He would have used a kid with cancer to further his desire for more money.
Greatest of All-Time
If Mayweather Jr retires in the middle of negotiations with Manny, and at the peak of his career, then he will be nowhere close to the top 10 greatest boxers of all-time. For a man who says he's greater than Sugar Ray Robinson and Muhammad Ali, he's definitely not acting like it. When did Robinson ever back down from a fight? When did Muhammad Ali retire instead of fighting a tough opponent. In fact, some say that Ali should have retired instead of continuing his career.
Both men are known for taking on the best fighters of their era. Ali took on some of the greatest heavyweights of all-time in Joe Frazier, George Foreman, and Larry Holmes. Robinson defeated 7 other HOF boxers in his career, had over 120 wins, and held multiple titles in different weight classes at the same time. The words "coward", "chicken" or "ducking" was never attached to their boxing careers....
